(Biographical Data)

Born on March 2, 1961 in the village of Gharakilisa of the Kalinino Region, has graduated the local secondary school with excellence.

1982: graduated from the Yerevan Polytechnical Institute after K.Marx with the qualification of an engineer
1989: graduated the Higher Political School of Rostov-on-Don (Russian Federation) with the qualification of a political scientist/economist
1982-1983: worked in the Kalinino Region as a teacher
1983-1985: worked in the Kalinino Region as a senior engineer.
1985-1987: worked as the Head and then the Secretary of the Agricultural Department of the Tashir Regional Committee of the Youth Union of Lenin Committee of Armenia.
1988-1989: worked as the Instructor of the Tashir Regional Committee of the Communist Party of Armenia.
1990-1993: headed the “SIC” Company of Rostov-on-Don.
1993-1999: headed the Tashir Factory of Enameled Ware.
1995-1999: Deputy of the National Assembly of RA, member of the NA Standing Committee on State-Legal Affairs, member of the “Reforms” Deputy Group.
1999-2003: Deputy of the National Assembly of RA, member of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs, Secretary of the “Stability” Deputy Group.
2000-2007: Head of the “People’s Deputy” Deputy Group of the National Assembly of RA.
2003-2007: Deputy of the National Assembly of RA, member of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs.
2007 May-2008 September: Head of the NA Fraction of the Republican Party of RA.

Has been rewarded with the 1st rank Medal of RA for “Services before the Homeland”
Has the rank of an Officer in Reserve.

The Control Service of the President of the Republic of Armenia is a special unit within the Presidential staff.

According to its plan of work, the Control Service studies, verifies, and summarizes activities of the state, regional structures within the executive branch and those of the local governing bodies and reports directly to the President of Armenia.

The Service provides also recommendations to the state and local governing bodies directed at the improvement of their activities, tackling the shortcoming and elimination of deficiencies.

The Control Service examines and analyzes appeals, complaints, and recommendations addressed to the President of Armenia, the Presidential staff and the Control Service received from the citizens, organizations, state and local governing bodies, and officials and readdressed them in the manner stipulated by the law to the relevant structures and officials.
It also summarizes them and presents to the President of Armenia the corresponding reports and proposals.

In accordance with the degrees and orders of the President of Armenia, the Control Service carries out other activities.

The main functions of the Legal Department of the President’s Administration are:
Providing legal support to the activities of the President and the Staff
Coordinating expertise of the legal acts and drafts presented to the consideration, approval, review, signing and ratification of the President
Ensuring conformity of the legal documents drafted by the Presidents Administration or presented by relevant state bodies to the consideration, approval, review, signing and ratification of the President to the legislation of the Republic of Armenia as well as to the legal modalities
Drafting legal acts and documents upon the assignment of the President and the Chief of Staff
Proposing on suspending the Decision of the Government for one month and filing an appeal to the Constitutional Court to decide upon the conformity of the mentioned decision to the Constitution of Armenia
Making proposals to the President and Chief of Staff on improvement of the Armenian legislation and good governance
Upon the assignment of the President and the Chief of Staff consider and put into process the letters and complaints addressed to the President and the Chief of Staff
Follow the effective implementation of the executive orders and decrees, as well as assignments of the President, making investigations upon necessity, making proposals on the revealed problems
Facilitating exercising the competence of the President of the Republic concerning the application to the Constitutional Court in conformity with the issues stipulated in the Article 100 of the Constitution
Ensuring the presentation of the international agreements to the National Assembly for ratification, suspension or annulation as well as ensuring the approval, suspension or annulation of the international agreements for which no ratification is required.

The Office of Economic Affairs of the President's Administration is responsible for the examination of all documents on socio-economic issues submitted to the President, such as programs in various sectors, legal documents and projects. It is also responsible for reaching conclusions on those documents. At the request of the President's Chief of Staff, the Office prepares analyses on various sectors of the economy and makes appropriate recommendations.

The main functions of the Office of Foreign Relations are: to prepare program documents on foreign policy of the Republic of Armenia; to gather, process, analyze and submit to the President information on socio-economic, political and legal processes in foreign countries; to study the activities of the executive branch in the area of foreign policy and to prepare recommendations to the President and the Chief of Staff on how to increase the efficiency of those activities.

The main responsibilities of the Office of Amnesty, Citizenship, Awards and Titles of the Staff of the President of the Republic of Armenia are: to grant pardon to convicted persons; to offer citizenship; to offer political asylum; to bestow orders and medals of the Republic of Armenia; to confer top military and honorary titles, as well as top diplomatic and other ranks.

The Office of Public Relations and Mass Media is responsible for providing coverage of the activities of the President and the President's Administration, as well as for providing a link between the President and the mass media. The main functions of the Office are: to prepare daily press releases on the activities of the President and his Administration; to set up press conferences, interviews, and meetings with directors of mass media for the President; to cover various events attended by the President and the activities of the President's advisory bodies, as well as to distribute information about the President's executive orders and directives; to maintain the President's Internet homepage.

The Human Resource Department carries out the following functions:
In accordance with the RA Constitution, handles preparation, management, monitoring and archiving personal files of the officials appointed by the decrees and decisions of the RA President and the orders of the Head of the President’s Administration;
Organizes and ensures certification/attestation processes for senior and junior level civil servants;
Ensures competitive hiring for vacancies of the Administration’s senior and junior level civil servants
Maintains records on the civil servants subject to military service; and
Ensures preparation and maintenance of the position list, preparation of personal records and temporary labor agreements of service personnel; documentation on medical certificate, filling out and maintenance of employment record books, maintenance and protection of relevant documents; arrangement of official trips and vacations; preparation and maintenance of documents concerning official certificates and annual pass, control and overview of computer entry and exit data, approval of the employee timesheet.
